The goals of the Cooper Center Council are threefold. First, to develop the organization's capacity to be a model and mentor for other communities. Second, to promote community based leadership as a strategy for responsible local development throughout Hawaii. Third, to attract eco-tourists by using the CCC model to develop the infrastructure and businesses of the Island.

CCC achieved these goals through a variety of activities. First, they extended their outreach by hiring a coordinator to act as a liaison with other communities. Second, after identifying a number of community candidates, CCC worked with two communities to develop councils and partnerships around new projects. Third, they worked jointly with the other community councils to identify ways to use technology to further develop public-private partnerships.

The outcomes of the CCC project include the establishment of two new community councils, the creation of a network among community councils for collaboration and sharing, and a boost to eco-tourism, resulting from the implementation of a common reservation system for parks, and the addition of public recreational facilities, trails and campgrounds for family use.
