The CSOs of Northwestern Pennsylvania and Southeastern Ohio were funded by the Appalachian Regional Commission in a partnership with Kellogg.

The mission of the Forest County Industrial Development Corporation is to provided economic development opportunities for Forest County.

The goal of the Forest County IDC, as a MIRA CSO, was to improve technological access and use with in their community.

They decided on this goal after their involvement with local students in developing a community web site. This activity highlighted the use and access issues in their community and specifically turned their attention towards high-speed Internet connections.

After conducting an assessment of high-speed connection options and a site survey, the team decided on satellite communication as their best option. They then had satellites installed at the Forest County IDC offices and three local schools.

MIRA funds were also used to obtain a matching grant that will be used to further their project. Though the MIRA portion of this team's project is complete, they are continuing with their efforts in this area thanks to the matching grant.
