The Ocean View Team's goal was to generate community involvement in the upcoming County of Hawaii's 10-year revision of the General Plan, which is a guideline for zoning and development. It was felt that the former plan had not addressed the needs or even recognized the community of Ocean View and the team worked toward being specifically named in the next plan instead of being included with "Others".

To achieve this, the team felt that creating and mailing a three-page survey to all property owners and post office boxes in the community would provide the information base that would create the Vision of Ocean View.

Despite numerous difficulties, the survey was launched and received a surprising 10.8% response rate. The results were then tabulated and mailed to those individuals responsible for formulating the New General Plan.
