The West Central Highlands RC&D Council, Inc. is a grassroots, nonprofit organization whose leadership is based in local government, economic development and conservation organizations. It is their mission to provide a leadership forum to create partnerships where management development and conservation of resources results in an improved economy, a more healthy environment and enriched lives in local communities. It serves it members by helping them develop technical and financial assistance sources to accomplish local projects.

As a MIRA CSO, the West Central Highlands RC&D Council improved its capacity to manage its own resources betters and built its ability to assist members through better communication and exchange of information. In order to achieve these goals the Council purchased two new computers with updated financial accounting and operating software. It also developed a website and improved its ability to communicate through email, the internet and other electronic formats. Training was provided to members of the organization in the use of the information technology in grant research and grant writing and updated grant research software is now available for public use at the Council's office.

MIRA assistance improved the Council's Community Urban Forestry program outreach to communities and tree committees with new sources for technical and financial assistance. The database management techniques learned will continue to be incorporated into community tree inventory and management plans. Information technology is also being used to strengthen the Council's Partnership Enhancement work to develop new projects with new partners. Community work sessions continue to define projects and information sources are being sought to develop those projects.

According to the Council, its involvement with the MIRA Initiative has been a fruitful venture and has resulted in improved operation by the council.
